Ezekwesili blasts Nigerian lawmakers

A former Vice President of the World Bank, Oby Ezekwesili, on Thursday lambasted members of the House of Representatives for the violence on the parliament floor. Ms. Ezekwesili said the lawmakers owe their children, who watched their actions on television, an apology. She stated this in a series of tweets on her tweeter handle, @obyezeks, and targeted the tweets at an account that appeared to belong to the House Speaker, Yakubu Dogara.
“@doyakubu what message do YOU think those children took away from you and your colleagues today? Sadly, they will NEVER forget today,” she said.
“How many of you agree that members of House of Reps owe those children who had to watch their embarrassing brawl a BIG APOLOGY @doyakubu”.
Earlier on Thursday, members of the House of Representatives physically assaulted one another over election of House principal officers. The parliament broke into two factions, with one supporting the ruling All Progressives Congress, APC, and the other backing the speaker, Yakubu Dogara. Mr. Dogara had defied his party, APC, and with block vote from opposition members of the PDP defeated his party’s candidate for speaker, Femi Gbajabiamila. His rejection of nominees by the APC for post of House Leader and others available for lawmakers elected on the party’s platform, caused the violence.
Ms. Ezekwesili, a former education minister, described the violence as a mockery of democracy.
“@doyakubu Fighting/wrestling in the sanctum of democracy just makes a mockery of democratic ethos of disagreeing without being disagreeable.
“@doyakubu No progressive society in the league of those our lawmakers like to visit got their status WITHOUT DISCIPLINE .As in DISCIPLINE,” she said.
She called on the senate president, Bukola Saraki, and Mr. Dogara to get feedback from citizens on the actions of the National of Assembly.
“Senate President @bukolasaraki and Speaker @doyakubu must get this FEEDBACK from citizens. When will 8th # NASS FOCUS ON THE PEOPLE? WHEN?” she said.

INTERESTING...Buhari Has Traced Nigeria's Looted Funds to UK, Switzerland

The Muhammadu Buhari-led Federal Government has started tracing looted Nigerian funds to foreign nations with the aim of recovering and repatriating them back to the country for the use of all.

The Government specifically targets the United States, the United Kingdom, France, Switzerland and other European jurisdictions where it believes corrupt officials have been stashing public funds.

This move came on the heels of the declaration by President Buhari on his first day in Aso Villa office that he inherited an almost empty treasury from his predecessor, Goodluck Jonathan, thus vowing that his administration would recover all the looted funds stashed in foreign banks by corrupt Nigerians.

Buhari has said: “The next three months may be hard, but billions of dollars can be recovered, and we will do our best.”

Femi Adesina, who confirmed the move in an exclusive interview with PUNCH, said the search for looted funds will not be limited to these countries but anywhere in the world where they may be hidden.

He said, “The search will not only cover UK, US, Switzerland, Germany and other known havens for Nigerian looted funds but will cover everywhere under the sun. Anywhere and everywhere that the looted funds are, we have an assurance from the United States of America to assist us to repatriate these funds from anywhere under the sun.”

PUNCH learnt that the Federal Government’s investigation was meant to identify the individuals who engaged in corrupt practices and ascertain the sums of money involved with a view to repatriating them.

The Federal Government is planning to engage the services of foreign private investigators to help trace and find looted funds belonging to the people of Nigeria.

“Everything that needs to be done to get all those funds repatriated will be done, including engaging private investigators,” the Presidential spokesperson added.

Buhari had lamented that Jonathan's men jettisoned all financial and administrative instructions put in place in parastatals and agencies while embracing impunity, lack of accountability and financial recklessness in the management of national resources.

Some of the countries where looted funds from Nigeria have been kept in the past include Liechtenstein, Luxembourg, Switzerland, the United Kingdom and the United States. Others are France, Germany, British Virgin Islands and other tax havens spread across the globe.

Do not Expect Ministerial Appointments anytime soon – Presidency

Those expecting President Mohammadu Buhari to make ministerial appointments now may be highly disappointed as this may not happen now even if it does not take long time. Buhari has understandably drawn his scale of preference and top amongst his priorities are stamping out insecurity and corruption in the country.




The decision of the president was the outcome of an exclusive chat with his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu yesterday. According to Shehu, the appointments would be made but they have to tarry until the process of evolving a corruption free society has gathered momentum.

While stating that security is uppermost in the mind of president Buhari, Shehu emphasized that Buhari was being careful in his selection so that he would have political appointees who were never implicated in corrupt practices in the past. He did not want the drive for a corruption free system to rub off negatively on anyone who would be announced as ministers in the future.

According to him, should any minister after appointment be found to be corrupt or alleged to have stolen public funds in the course of his job, the president would not hesitate to fire such a person. He would also regret that he ever appointed such a person. Shehu appealed to Nigerians to be patient with the present administration, assuring that Buhari would make the necessary appointments in due course.

“It is about security. That is his number one campaign agenda and he is living up to it. He has concentrated all his energy trying to put together a credible response to Boko Haram terrorists. And this has taken him to the neighboring countries. He has met Defence Chief, the Service Chiefs almost every week. He has also taken this to G7, also to the African Union. He has been trying to form a massive alliance, a massive response to the Boko Haram terrorists.

“Besides that, he is also restrategizing also for the economic revival of the country and the coming of foreign investment, again using the platform provided by the G7 and the United States of America. And then, you can see that he has started making moves about the recovery of the stolen billions of dollars by some Nigerians that are recoverable. So, he is actually working without making so much noise on the fulfilment of his election promises.

“Nigerians have a choice to make. What do they want as their priority? Is it appointment, security or even better economy or do they want a corruption free environment? That is the thing. For the president, appointment is not the key issue for him now. That is very clear from his action. The most important thing is to get the job done. And he is working.

“As it is now, is there any lacuna? Are you thinking there is any gap that is not being covered by the bureaucrats? There is nothing that is not being covered. The Permanent Secretaries are part of the meetings. No body is saying that it is not important to make political appointments. He will make appointments.

“As he has said himself, he wants to scrutinized and make the right kind of appointment. He doesn’t want to appoint one today and make changes tomorrow. Given this war for the recovery of stolen funds, that will have implication for the people who are going to be appointed. If he appoints you today and may be in the drive, you are implicated, he will fire you”, Garba Shehu said. It was the first time a voice from the presidency was actually explaining the delay in political appointments.

Ortom Still Our Member – PDP

The Peoples Democratic Party (PDP) in Benue State has said that the state governor, Samuel Ortom, is still a bonafide member of the PDP. State chairman of the PDP, Dr Emmanuel Agbo stated this at a news conference held at the PDP Secretariat yesterday insisting that the governor did not decamp from the PDP before joining the APC after he failed to pick the PDP ticket during the primaries.
Agbo noted that as a man who rose from being a state executive member of the PDD to becoming a national auditor until his appointment as minister under the platform of the PDP, it was improper for Ortom to say that he decamped at the ward level only.
He maintained that a man of Ortom’s calibre who had benefitted so much from the PDP should have at least decamped at the state level stressing that as the chairman of the PDP in the state, he was yet to be notified about his decamping from the party.
The state PDP chairman posited that the fact that the APC waited for the PDP to conduct its primaries before picking one among the array of PDP aspirants showed that the APC did not have any credible person to fly its flag in the state

The People’s Democratic Party (PDP) in Benue has described the recent move by the state government to sack Local Government Caretaker Committees in the state as a show of impunity and total disregard for due process.
The PDP Chairman in Benue Dr. Agbo Emmanuel said this while speaking to newsmen in Makurdi, the state capital on Friday, June 26.
He said the Governor Samuel Ortom-led administration’s decision to dissolve the councils is at variance with the principles of rule of law.
He said, “the appointment of local government caretaker committees in Benue state was backed up by necessary laws which allows them a tenure of six months.
“They were half way into the six months tenure when they were kicked out by the administration simply because they were appointed by the immediate past administration.
“All we are saying is that this All Progressives Congress (APC) government has become totalitarian and by so doing jettisoned all known principles of rule of law and due process.”

Baby Factory: Pregnant Victims are Deaf And Dumb

The Imo State police command yesterday paraded a 20-year-old deaf and dumb pregnant girl who simply wrote her name as Blessing Nwanbekee for alleged baby making business, and four others found at the home of one Chief Emmanuel Eke from Isiala Ngwa South in Abia State. He is suspected to be the owner of the baby factory where the ladies produce their babies.
Briefing newsmen yesterday, the state police commissioner, Austin Evbakavbokun disclosed that one Miss Ibuchi Okafor, 20-year-old from Orlu in Imo state disappeared from her home with a nine-month old pregnancy only to be discovered in the premises of the said trafficker, Mr Eke at Isiala Ngwa South, Abia State after she had delivered and sold the baby at N500,000 to an undisclosed buyer.
According to the CP, the police who swung into investigation after a report of the missing Ibuchi also found four other pregnant girls, Nkasiobi Uchenna, 23; Ela David, 24, from Isoko Delta State; Oluchi Victor, 25, Isiala Ngwa, Abia State and the deaf and dumb waiting for delivery at the premises of Eke’s baby factory.
On interrogation, the CP said that the owner of the baby factory confessed to have sold the baby delivered by Ibuchi at N500,000.
The commissioner however assured that the state police command would not relent till the child traffickers in the state and kidnappers are completely chased out.

 

All Open Drug Markets To be Shut Down From July 1-FG

In order to ensure organized drug distribution system in the country, the federal government will on July 1 commence the implementation of the National Drug Distribution Guidelines (NDDGs).
The permanent secretary in the Ministry of Health, Linus Awute, stated this yesterday at a press conference in Abuja adding that regulatory agencies like the Pharmacists Council of Nigeria (PCN) and NAFDAC will on that date resume the exercise of their mandate to ensure full compliance.
According to Awute, this chaotic drug distribution poses a very big challenge to the pharmaceutical sector in particular and the federal government in general considering the negative impact the situation has on the entire healthcare system of the country.
LEADERSHIP Weekend recalls that in order to address the ugly situation, the federal government established the Presidential Committee on Pharmaceutical Sector Reform and charged it to develop a strategy towards the institutionalization of a well-ordered drug distribution system. The strategies adopted by the committee to achieve this include the development of the National Drug Distribution Guidelines in 2010 to provide guidance for drug distribution.
Meanwhile, the National Drug Law Enforcement Agency (NDLEA), has said Nigeria has the highest number of persons serving jail terms for drug-related offenses worldwide.
The NDLEA commander in Niger State, Mr Iweajunwa Okechukwu, disclosed this yesterday while celebrating the 2015 UN Drug Free Day in Minna.
Okechukwu said that the recent Indonesian saga involving Nigerians was a pointer to the claim.

A woman tried to break off an affair by pretending she had been killed and sending her lover pictures of her lying in a pool of KETCHUP.
But they were so realistic the horrified man called in police who initiated a murder investigation.
The married woman, who lives in Germany, is reported to have concocted the 'gruesome' scene after her lover refused to accept she was leaving him to patch up her relationship with her husband.
The pair, who are both married, had allegedly met online and began a year-long affair but it was ended by the woman who returned to her former partner.
German media claim the jilted man bombarded the reunited husband and wife with emailed saucy snaps of himself in a bid to break them up after failing to take the hint.
In a desperate bid to end the harassment, the woman eventually decided to fake her own death, and set about forging the 'brutal' scenes with her husband.
The couple, from a small district of Bückeburg, used tomato ketchup to make it look like she was lying in a pool of blood.
But the extreme dumping method backfired when he dialed 999 after being convinced the photographs were real.
Police were sent in to investigate but quickly discovered the images were fakes - leaving the man red-faced.
A police spokesman told Bild: “Many a police officer asks himself every now and then whether he's on a hidden-camera show or accidentally fell into the location of a third-rate detective film."
Officers are still deliberating whether to make a criminal case or whether the couple should pay to cover the cost of the police operation.

NNPC Probe Begins immediately- PMB

President Muhammadu Buhari has dissolved the Board of the Nigerian National Petroleum Corporation with immediate effect.
The announcement was made in a statement by the Director Communications, Office of Head of Civil Service of the Federation, Alhaji Haruna Imrana, on behalf of the HoS, Mr. Danladi Kifasi.
“The directive to that effect was conveyed in a letter signed yesterday (Friday) June 26, 2015 by the Head of the Civil Service of the Federation, Danladi Kifasi.
In it, the President thanked members of the dissolved board for their services to the nation,” he said.
The NNPC is the state-run oil company which oversees Nigeria’s oil and gas industry. It’s board is statutorily headed by the minister of petroleum resources.
The corporation regulates the oil and gas sector, and also operates as a joint venture partner representing the government in deals with oil multinationals.
The NNPC has in recent years been accused of large scale corruption, the latest being the alleged disappearance of $20 billion oil money.
An independent audit ordered by the Nigerian government in 2014 concluded that the corporation has an outstanding $1.48 billion to pay to the government.
The NNPC has yet to make the payment several months after the release of the audit report.
The audit was sequel to the complaint forwarded to former President Goodluck Jonathan by the former Central Bank Governor Sanusi Lamido Sanusi. His report was followed up by a letter signed by Deputy Governor, Corporate Services, Suleiman Barau and addressed to the Senate Committee on Public Account with ref: NASS/S/CPAC/017 dated 19th November, 2013 called attention to unremitted oil money amounting to $49.8 billion by the Nigerian National Petroleum Corporation (NNPC).

Meet the Sacked Board Members of the NNPC
Dr. Joseph T. Dawha —Group Managing Director, hails from Borno State. He is an industry’s man who had served the corporation over the years in various capacities before becoming the GMD in March 2014. Dawha once served as Acting Group Executive Director of Exploration & Production at Nigerian National Petroleum Corporation until he was appointed GMD in March 2014. Dr. Dawha was also as the Managing Director of Integrated Data Services Ltd (IDSL) since 2005. He is capacities, in the upstream and downstream sectors of the industry.

Mr. Bernard O.N. Otti —until the dissolution of the board was NNPC’s Group Executive Director, Finance & Account and Deputy Group Managing Director. Otti fought frantically to discredit the report of Nuhu Ribadu panel that indicted the NNPC board in 2012. He threw caution to the dogs and got physical with the former anti-corruption czar before the former President at the villa during the submission of the report, saying it was ‘contrived’. Otti, a trained and experienced economist with more than twenty-four years post-graduate rich and varied experience was an erstwhile banker. He served the defunct NAL Merchant Bank, in a career that spanned over fifteen years. He served key positions in NAL merchant bank such as Forex and Treasury activities, Asset Management, Financial/Strategic adviser to various state governments and restructuring of local and international debts of developmental projects and industries. He served as Director of Nigerian Starch Mills Limited. He holds an MBA and B.Sc. degrees from Utah state University. He has a Diploma of the American Institute of Banking.
Dr. Dan Efebo — Group Executive Director, Corporate Services was before his appointment into the board the Group General Manager, in charge of the NNPC’s Human Resources Division. He was previously General Manager, Human Resources, Brass LNG. He hails from Bayelsa state.
Alhaji Abdullahi Bukar — A celebrated professional Engineer, he was a staff of Shell Petroleum Development Company of Nigeria and retired after over 30 years of meritorious service. Within this period he rose to become Engineering Manager and Technical Director of SPDC.
Danladi Kifasi — The man who announced the dissolution of the board on behalf of President Buahri is the Head of Civil Service of the Federation, HOCSF and a member of the board. A former Permanent Secretary in the Federal Ministry of Finance, Kifasi also had stint as Permanent Secretary in the Ministry of Petroleum Resources. Born on January 1, 1956, Kifasi serves as a non-Executive Director of the Asset Management Company of Nigeria, AMCON, and an Alternate Governor of Islamic Development Bank. An indigene of Taraba State, Mr. Kifasi, a chartered accountant and lawyer, was one of three Permanent Secretaries from the country’s North-East geo-political zone.

Stephen Osagiede Oronsaye — first appointed onto the Board of the CBN on July 31, 2008 for a four-year term, by virtue of his position then as Permanent Secretary in the Federal Ministry of Finance. His appointment was renewed in 2012 by President Jonathan. Oronsanye’s appointment raised eyebrows as it was believed to have violated the provisions of the Central Bank of Nigeria (CBN) Act 2007 (as amended). Oronsaye, already serving as a Non-Executive Director on the Board of the CBN and at the same time serving in a similar position on the Board of the NNPC negates Section 10 sub-section (2) of CBN Act, that states that a Director of the CBN cannot take up a similar appointment in any government establishment, whether federal, state or local government.
Oransanye is not new to controversy. An accountant and civil servant who retired as Head of the Civil Service of the Federation in June 2009, he had been appointed Principal Private Secretary to President Olusegun Obasanjo in1999. He was confirmed as Permanent Secretary, State House, an unusual appointment since he was not a civil servant, until then. In 2006, Oronsaye headed the committee on the review of the Civil Service Rules and Financial Regulations. He was appointed Permanent Secretary of the Federal Ministry of on 20 August 2008. Oronsanye retired on 16 November 2010 after reaching the statutory retirement age of 60.
Ikechukwu Oguine – Former President Jonathan appointed Mr. Ikechukwu Oguine as the Coordinator, Legal Services and Company Secretary of Nigerian National Petroleum Corporation (NNPC) in April, 2014. Oguine, from Anambra State, who has over 29 years of legal experience, replaces Mr. Anthony Chukwuma Madichie, who has served as NNPC’s Legal Adviser and Secretary to the Corporation since February 2011.
He was previously the General Counsel of Chevron Nigeria Ltd and has been a partner in Advisory Legal Consultants, a law firm specializing in oil, gas, power and mining.
Also on the board were Mr. Danladi Wadzani and Prof. Olusegun Okunnu as members.

Residents in Okpoko of Ogbaru Local Government Area of Anambra State were, on Thursday, shocked when the news broke that a housewife in the community, names withheld, had dumped her newborn baby into the toilet.

She was said to have a protruded stomach, a peculiar nature that made many people in the area, not to be aware that she was pregnant.

She decided to dump the newborn baby into the toilet, to save her the agony of nursing a baby, which, she said, could disturb her business.

Nigerian Tribune gathered that when a member of the family, her brother-in-law, wanted to use the toilet, he discovered that water could not flush the waste, as his faeces remained floating.

Her brother-in-law, a source revealed, therefore, decided to deep his hand into the toilet, and discovered, to his surprise, that a placenta had been dumped into the toilet, a situation which made him to scream, attracting other residents to the scene, who in utter disbelief, removed the lifeless baby from the toilet.

When the whole family met shortly after the incident and summoned other family members, some of them saw traces of blood stain on the woman’s clothes, the wife of their elder brother, but she refused to give details of the bizarre act, and even denied knowledge of what happened.

She was thereafter taken to a maternity home where it was confirmed that she had given birth to a baby, but when the husband was contacted, he said his wife was in police custody and declined further comments.

A woman has pleaded guilty to having sex with a man on a busy public street while passers-by yelled at them to stop.
Wu Xinyi, a Global Supply Chain Management student from mainland China, was on holiday in Hong Kong two months ago when she struck up an intimate clinch with someone alleged to be another student called Yang Hao, 19.
The incident occurred at 4am on April 1, when a man and a woman were videotaped having sex near a bus stop.
The video, recorded by passers-by, was taken on Fat Kong Street outside Polytechnic University dorms in Ho Man Tin, reports Shanghaiist.
Wu, who turned herself in on April 10 when she returned from holiday, initially pleaded not guilty at Kowloon City Court yesterday, as did Yang.
But after two hours, Wu, who has no previous record, changed her plea to guilty. Yang remains on bail conditions as he maintains his innocence.
His case has been suspended until July 8 when five witnesses and two videos will be shown to the court in his defence.
Wu and her partner had scarcely finishing dressing when the police arrived on April 1 - and the pair were release at the time because officers had not observed anything illegal.

At least 27 people have been killed in an attack on a tourist hotel in the Tunisian resort town of Sousse, according to the interior ministry.

One witness, a certain David Schofield who heard an explosion while sunbathing by the pool told Sky News: “We heard people saying there were guns on the beach and people were shooting on the beach.”

Ahmed Idris: Profile of the New Accountant General of the Federation

Following a thorough fit and proper tests in both character and competence, President Muhammadu Buhari has approved the appointment of Ahmed Idris as the new Accountant General of the Federation.
The announcement for the appointment made by the Head of Service of the Federation, Mr. Danladi Kifasi stated that before his appointment, Mr Idris was Director of Finance and Account at the Federal Ministry of Mines and Steel Development.
PRNigeria gathered that all top public appointments must go through proper screening including background security checks.
Mr Idris who had also served as Director of Finance and Accounts at the Nigeria Security and Civil Defence Corps (NSCDC) headquarters, Abuja is a chartered accountant with over two decades working experience.
A Fellow of Association of National Accountants of Nigeria and Fellow, Association of Financial Analysts of Nigeria, he is Member of other professional bodies including Chartered Institute of Taxation of Nigeria, Certified Institute of Cost Management of Nigeria and Association of Certified Fraud Examiners.
Born on November 25, 1960, Mr. Idris started his working experience as Audit Officer at Muhtari Dangana and Co, Chartered Accounts Firm, Kano in 1985. He was also Head, Loan Syndication Unit of Continental Merchants Bank between 1989 and 1994 before moving to TY Chemical Limited (White Oil Refinery) in Kaduna as Senior Management Accountant.
He joined the public service as Assistant Director Petroleum Trust Fund (PTF) in charge of Financial Analysis in 2000. He was at the National Poverty Eradication Programme(NAPEP), Ministry of Police Affairs and Ministry of Interior as Assistant Director Finance. He was Deputy Director in the Federal Ministry of Interior and Office of the Accountant General of the Federation (OAGF) before his promotion as Director Accounts in OAGF in 2011.
A 1984 BSc Accounting graduate of Ahmadu Bello University (ABU) Zaria, Idris obtained Masters of Business Administration (MBA) from Bayero University Kano and Master of International Affairs and Diplomacy (MIAD) from ABU Zaria. He had also attended local and foreign courses including Revenue Generation and Accountability for Local Governments organised by Institute of Chartered Accountants of Nigeria (ICAN); World Bank Disbursement Seminar, Reston, Virginia USA; IPSAS Course, Manchester Business School, United Kingdom, among several others.
Married with Children, the hobbies of the new Accountant General of the Federation include reading, academic discussion and excursion.

BREAKING: Buhari dissolves NNPC board

President Muhammadu Buhari has ordered the immediate dissolution of the board of the Nigerian National Petroleum Corporation, NNPC.
The decision was conveyed in a letter, dated June 26, 2015, signed by the Head of Civil Service of the Federation, Danladi Kifasi.
The letter quoted President Buhari as thanking members of the dissolved board for their services to the nation.
The NNPC is the state-run oil company which oversees Nigeria’s oil and gas industry. It’s board is statutorily headed by the minister of petroleum resources.
The corporation regulates the oil and gas sector, and also operate as a joint venture partner representing the government in deals with oil multinationals.
The NNPC has in recent years been accused of large scale corruption, the latest being the alleged disappearance of $20 billion oil money.
An independent audit ordered by the Nigerian government in 2014 concluded that the corporation has an outstanding $1.48 billion it should pay to the government.
The NNPC has yet to make the payment several months after the release of the audit report.
