Buhari’s neglect of confab report fuelling pro-Biafra protests – OkurounmuThe chairman of the defunct Presidential Advisory Committee on the National Conference, Senator Femi Okurounmu, says the pro-Biafran agitations probably started due to the failure of the President Muhammadu Buhari administration to implement the resolutions of the National Conference.
He said on Wednesday that the conference endorsed fiscal autonomy and the devolution of powers from the centre to the federating states.
Okurounmu, however, noted that Buhari’s body language, including his penchant for making too many northern appointments, had made some other parts of the country, especially the South-East, feel unwanted.
He, therefore, urged the President to have a rethink on the issue.
He said, “The National Conference had foreseen this agitation and that was why we agreed that there would be certain autonomy of the federating units.
“The problems of Nigeria lie on the issues of devolution of power and that of resource allocation. These were the problems that we set out to address but President Buhari threw away these resolutions.
“He is giving most of the appointments to the North; the same people who fought against resource control. Eighty per cent of his appointees – who are not ministers – are from the North. Why wouldn’t other parts of the country feel left out?”
When asked to comment on Buhari’s ministerial appointments which favoured the South-West, Okurounmu said the appointments could be a trap.
He said Buhari had not achieved anything remarkable in his six months in office.

Okurounmu, who represented Ogun-Central senatorial district between 1999 and 2003, said the President had failed to impress Nigerians.
He noted that Buhari, who received widespread support on his promise to fight corruption, had failed to effectively tackle the menace.
The ex-lawmaker said even ardent supporters of the All Progressives Congress were beginning to regret campaigning for Buhari as the problems of fuel scarcity, power failure and insecurity have worsened.
He said, “As you would have observed, there is fuel scarcity and electricity supply is poor. I did not support Buhari so I am not disappointed in him. Even some of his biggest supporters are disappointed but shame will not allow them to admit it. Nigerians are disillusioned with this administration that has achieved nothing in six months.
“He promised to fight corruption but we have not seen anything in the last six months. During his visit to Iran, he said some of those that looted the treasury are already returning the stolen money. Is that how to fight corruption? Is there no punishment for corruption anymore? How does one determine how much was stolen without a proper investigation and judicial processes?
“He has surrounded himself with people like Rotimi Amaechi who have been accused of corruption.”
The former lawmaker said in six months, the Chibok girls had not been found but Nigerians seemed to have forgotten about them.
Okurounmu explained that at the tail end of former President Goodluck Jonathan’s administration, Nigeria was winning the war against terrorism. He, however, lamented that Buhari’s administration had seen an increase in the activities of terrorists.

The Head of service of Benue state,Mr Iwanta Adaikwu has applauded the judgement of the appeal court affirming the electoral mandate given to Dr Samuel Ortom by the people of Benue state in the April 2015 general elections in Benue state.
Mr Iwanta described the judgement as victory to the people of Benue state. He wondered how Prince Tarzoor could go to court challenging the election of governor Samuel Ortom as governor of Benue state when Ortom had gotten the mandate of the people of Benue state legitimately through majority of lawful votes.
He further said the judgement has given him 'stability',and that he would sit down and concentrate on his job.

Biafra agitation: south East governors hold emergency meeting

Governors of South East states will have scheduled an emergency meeting for Sunday to discuss the increasing agitation for the secession of the zone from Nigeria.
Gov. Rochas Okorocha of Imo State said at the end of their meeting in Enugu on Tuesday that the forum needed to ensure lasting peace in the zone.
Mr. Okorocha said the governors resolved to consult widely with Ohaneze Ndi Igbo, the apex socio-cultural organisation of the zone, traditional rulers, development unions, the clergy and others.
“In furtherance to this, the south-east governors scheduled an emergency meeting of stakeholders on Sunday Nov. 22, 2015 at Enugu.
“Attendance at the emergency meeting will include all National Assembly members, ministers from the zone and other invited stakeholders from the zone,” he said.
The governor advised the Indigenous Peoples of Biafra and the Movement for the Actualisation of the Sovereign State of Biafra to continue to toe the line of peace “as this is the only way to ensure development of the zone”.
Mr. Okorocha said the forum was concerned about the state of federal roads in the zone, particularly the Enugu-Onitsha express road, Aba-Ikot Ekpene, Owerri-Port Harcourt and Enugu-Port Harcourt roads.
He called on the Federal Government to intervene urgently on the roads and many others in deplorable conditions.
The governor said the forum agreed to appoint a high level Economic Advisory Committee to harness the economic potentials of the people of the area.

U S trains spokespersons in South West Nigeria

Media advisors and chief press secretaries of the 17 state governors in southern Nigeria, Monday, began a four-day training workshop organized by the United States government in Lagos.
‎Dehab Ghebreab, Acting US Consul-General, said the training is aimed at enhancing their skills to better serve Nigerians.
“These types of workshops and US based training opportunities that we offer through the International Visitor Leadership Program and other programs demonstrate our commitment to the deep partnership that we have long enjoyed with Nigeria,” said Ms. Ghebreab in her opening remarks.
“These trainings, funded by the people of the United States, come in response to President Buhari’s request for help training spokespersons, at both the federal and state level, in effective press office operations.
“A particular emphasis will be placed on countering radical narratives‎ and helping you to create a strong network of colleagues throughout the government of Nigeria.”
Two similar workshops had been held in Abuja and ‎Kaduna for presidential advisers and spokespersons of the 19 northern governors respectively.
Ms. Ghebreab said effective government press operations are critical at the federal, state and local level (to) communicating clear and timely information to the public.
“Your ‎ability to deliver President Buhari’s messages about counterterrorism, ending corruption, and furthering economic development are important to the future of Nigeria. It is also important for you to convey the state governors’ priorities to the citizens of the state.”
The media aides are expected to be taught the critical components of an effective press office operation, how to develop inter-governmental talking points, as well as techniques to enhance relationships with the media.
Eduardo Cue, a US media consultant, said the training would involve a lot of interactions, including interviews.
“As the week goes on, we’ll be doing some interviews on tape with a number of you,” said Mr. Cue, a former spokesperson for the United Nations, who will facilitate the workshop.
“I’m going to ask you very very difficult questions, trying to make you as uncomfortable as possible to see how you’ll deal with real life situations.”
Mr. Cue advised the media aides to “be on top of the crisis situation in Paris” to monitor the media coverage and the government response.
Folarin Adeyemi, the Permanent Secretary of the Lagos State Ministry of Information and Strategy, ‎highlighted the importance of effective communication of government programmes and policies by spokespersons.
“I’m so happy that most, if not all, that are sitting here are journalists par excellence in their own rights,” said Mr. Adeyemi, who represented Steve Ayorinde, the Lagos State Commissioner for Information and Strategy.
“‎So my own little advise as a communication person, for communication to be effective… there will be cultural challenges, political interference, even our own colleagues who also pose a serious challenge to us.”
Mr. Adeyemi urged the participants to be IT-compliant and have a broad knowledge of social media platforms.
“The trend of information management has now changed since the world has become a global village,” he said.
“We are moving from the traditional media to the online media and that’s where the people are.”

Swindling a police officer in the class of Assistant Inspector General of Police, AIG, Umar Manko might be unthinkable for many but not for Seun Bankole.
The 28-year old man has since been arrested and charged before Ejigbo Magistrate’s court for allegedly defrauding Manko in Lagos state, western Nigeria.
Manko who was the former Commissioner of Police, Lagos State before he was promoted and transferred, suffered his fate after engaging Bankole in a contract work. The incident happened at Ayisome estate, Isheri in Idimu where Manko has a property.
PM News gathered that Manko entrusted cable wires, bags of cement and some packets of tiles valued at N450,000 for his property to Bankole for ongoing construction work.
When Manko left from his base, Bankole allegedly carried away and sold everything at give away price and escaped. The work he was asked to do in the house was not also done to the disappointment of Manko.
When Manko returned to the place and discovered what Bankole did to him, he did not resort to self help as a senior police boss.
Rather, Manko went to the police at Area M command, Idimu and reported the matter. Bankole was arrested and charged to court with stealing under the Criminal Code.
He pleaded not guilty.
The presiding Magistrate, Mr A.A. Fashola granted Bankole bail in the sum of N50,000 with one surety in like sum.
The court ordered that the surety must show evidence of payment of tax for three years. The matter was adjourned till 19 November 2015 when Manko is expected to appear in court as witness.

Lawan,AKume,others walk out of senate plenary







Senators Ahmed Lawan and George Akume, who were favoured by the All Progressives Congress to emerge as Senate President and Deputy Senate President respectively at the May 9 inauguration of the Senate walked out of plenary in protest on Wednesday.
The senators, who walked out in company with some of their colleagues, were protesting the decision of Senate President Bukola Saraki to allow his deputy, Ike Ekweremadu to preside over plenary in his absence.
Ekweremadu presided over the Wednesday sitting because Saraki was at the Presidential Villa to attend the swearing-in of new ministers by President Muhammadu Buhari.
Lawan and three others later held a brief discussion before they left to their various offices in the new senate wing.
The plenary was the first that Ekweremadu will preside over since the inauguration of the Eighth Senate.

Appeal court sacks Benue Assembly member

The Court of Appeal presided by Justice O. F. Omoleye yesterday declared Mr Avine Agbom of the All Progressives Congress, APC as the duly elected members representing Makurdi North constituency at the Benue State House of Assembly.

The Justice therefore ruled that the certificate of return issued to Mr Martins Aza of the Peoples Democratic Party, PDP be withdrawn and a fresh one issued to Mr Agbom as the winner of the elections in the constituency.
The Court of Appeal which sat in Makurdi arrived at the decision after setting aside the judgement of the national and state assembly elections tribunal which ordered the Independent National Electoral Commission, INEC to conduct fresh elections in 20 polling units in Agan and 14 polling units in Mbalan council wards of the constituency within 60 days from the date of pronouncement.
The Presiding Judge while delivering judgement said, Mr Agbom, having proven his petition at the lower court, ought to have been declared winner rather than granting a relief which was not sought for by ordering a fresh elections.
This is the second time Mr Avine Agbom will win elections at the tribunals in a similar circumstance.

43 million Nigerians at risk of extreme poverty- world Bank


Over 100 million people living in the world will fall into extreme poverty by 2030 if urgent steps are not taken to check the devastating effects of climate change, the World Bank has said.
In a report titled ‘Shock Waves: Managing the Impacts of Climate Change on Poverty,’ which was released in Washington on Tuesday, the bank said out of the number under the threat of extreme poverty, 43 million people were in Nigeria and other neighbouring countries.
The report said, “Sub-Saharan Africa is by far the region most vulnerable to climate change. Without climate-informed development, 43 million more people – most of them in Ethiopia, Nigeria, Tanzania, Angola and Uganda – could fall into extreme poverty by 2030, largely as a result of lower crop yields and higher food prices, and the health impacts of climate change.
“The poorest people are more exposed than the average population to climate-related shocks such as floods, droughts, and heat waves, and they lose much more of their wealth when they are hit.
“In the 52 countries where data was available, 85 per cent of the population live in countries where poor people are more exposed to drought than the average. Poor people are also more exposed to higher temperatures and live in countries where food production is expected to decrease because of climate change.”
The report said climate change was already preventing people from escaping poverty, and without rapid, inclusive and climate-smart development, together with emissions-reductions efforts that protect the poor; there could be more than 100 million additional people in poverty by 2030.
It added that poor people were already at high risk from climate-related shocks, including crop failures from reduced rainfall, spikes in food prices after extreme weather events, and increased incidence of diseases after heat waves and floods.
It said such shocks could wipe out hard-won gains leading to irreversible losses, driving people back into poverty, particularly in Africa and South Asia.
Speaking on the report, World Bank Group President Jim Yong Kim, said, “This report sends a clear message that ending poverty will not be possible unless we take strong action to reduce the threat of climate change on poor people and dramatically reduce harmful emissions.
The report, released a month before negotiators gather in Paris for international climate talks, also showed how ending poverty and fighting climate change can be more effectively achieved if addressed together.
It said agriculture would be the main driver of any increase in poverty, adding that modelling studies suggested that climate change could result in global crop yield losses as large as five per cent by 2030 and 30 per cent by 2080.
The impact of climate change on food prices in Africa could be as high as 12 per cent in 2030 and 70 per cent by 2080 – a crippling blow to those nations where food consumption of the poorest households amounts to over 60 per cent of total spending, the report said.
In focusing on impacts through agriculture, natural disasters and health, the report called for development efforts that improve the resilience of poor people, such as strengthening social safety nets and universal health coverage, along with climate-specific measures to help cope with a changing climate, such as upgraded flood defences, early warning systems and climate-resistant crops.

Buhari limits ministers' guests to 2 at inauguration

President Muhammadu Buhari has confirmed that his cabinet would be inaugurated on Wednesday and he has ruled that each minister-designate can only be accompanied by two guests to the inauguration.
This was contained in a statement on Sunday by the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina.
Adesina, in the statement confirmed that Buhari would on Wednesday inaugurate his ministers and administer oaths of office on the National Chairman of the Independent National Electoral Commission, Prof. Mahmood Yakubu as well as INEC’s five national commissioners on Monday (today).
His statement read in part, “President Muhammadu Buhari will officially inaugurate a new Federal Executive Council on Wednesday, November 11, 2015.
“Before the commencement of the inaugural session of the council, the ministers-designate will take their oaths of office in the Council Chambers of the Presidential Villa.
“The swearing-in ceremony will begin promptly at 10:00 Hours and the ministers-designate are expected to be seated in the Council Chambers by 09:30 Hours at the latest.
“Each minister-designate can only be accompanied to the swearing-in ceremony by a maximum of two guests.”
Restricting guests of new ministers to two during inauguration is a departure from the jamboree that usually attend such events in the past when the lucky appointees were often accompanied to their inauguration by a crowd of family members, colleagues, friends and associates.
During the administration of former President Goodluck Jonathan, ministers were allowed to attend their inauguration with their spouses, children, colleagues and their immediate family members.
In some cases, traditional rulers and state governors also accompany the ministers to their inauguration.
In fact there were instances during the administrations of former Presidents Olusegun Obasanjo and Umar Yar’Adua that traditional drummers and dancers accompanied ministers to their inauguration though most of the guests were always restricted to the Pilot Gate in the outer ring of the Presidential Villa.
The inauguration usually takes place inside the Council Chambers.
When asked what informed Buhari’s decision to restrict the number of guests per minister-designate to two, Adesina said he would not be able to answer the question because he was not privy to what the situation was before the present administration came on board.
“Yes, ministers-designate are entitled to a maximum of two guests each. I don’t know the reason behind this and you also know that I do not know what the situation used to be before this administration,” he said.
Meanwhile, despite the decision of the election petition tribunal that declared her the duly elected as Governor of Taraba State on Saturday, Aisha Alhassan, will still be inaugurated as minister alongside 35 others on Wednesday, The PUNCH has learnt.
The tribunal led by Justice Musa Danladi Abubakar had nullified the election of Governor Darius Ishaku of the Peoples Democratic Party and ordered the Independent National Electoral Commission to immediately withdraw his certificate of return and issue a new one to Alhassan, who is currently the minister-designate representing Taraba State.
Alhassan was the candidate of the All Progressives Congress in the April 11election.
When asked if the President would still administer oath of office on Alhassan despite the tribunal’s judgement, the presidential spokesman replied in the affirmative.
Adesina said the Saturday judgement was just the first level and disputes arising from governorship elections and that the case could still get to the Supreme Court.
“The judgement was only delivered on Saturday. That was just the first level. The issue can still get up to the Supreme Court,” he said.
Adesina’s statement on Sunday added, “Also, following the confirmation of their nominations by the Senate, President Buhari will tomorrow (Monday) at the Presidential Villa, preside over the swearing-in of Prof. Mahmood Yakubu as Chairman of the Independent National Electoral Commission, and five others as National Commissioners of INEC.
“The swearing-in of Prof. Yakubu, Mrs. Amina Zakari, Mr. Solomon Adedeji Soyebi, Prof. Antonia Taiye Okoosi-Simbine, Dr. Muhammed Mustafa Lecky and Alhaji Baba Shettima Arfo is scheduled for 11:00 Hours in the Council Chambers of the Presidential Villa.”
The 36 ministers to be inaugurated on Wednesday are Alhassan (Taraba); Udoma Udo Udoma (Akwa Ibom); Kayode Fayemi (Ekiti); Audu Ogbeh (Benue); Ogbonnaya Onu (Ebonyi); Osagie Ehanire (Edo); Abdulrahman Dambazau (Kano); Lai Mohammed (Kwara); Amina Mohammed (Gombe); Suleiman Adamu (Jigawa); and Ibrahim Jibril (Nasarawa)

Ortom dismisses pressure as reason for suswam's probe

Governor Samuel Ortom today denied insinuations that he was being pressured by the former governor of Benue state,and leader of the All Progressives Congress in Benue state,senator George AKume to constitute commissions of inquiry,and probe panels against immediate past governor of Benue state,Dr Gabriel Suswam.
Governor Ortom who was responding to questions from journalists at the Peoples House in Makurdi described the insinuations " an insult on his intergrity.Iam55 years,I have held leadership postitins at the state level and various levels,I became national Auditor of a party,and minister of federal republic of Nigeria...today iam democratically elected governor,iam educated,for God's sake when you talk about that is like you are insulting my intergrity. During the retreat,some of you know the people unanimously including PDP that I should go ahead and verify where their money went...AKume has not told me to probe anyone".Chief Ortom maintained.
Also reacting to a Makurdi high court ruling vacating the earlier orders restraining governor ortom's administration from probing his administration ,governor Ortom said he had always believed in the sanctity of the judiciary,and hailed the judgement.

The lingering crisis rocking the Adamawa State University, ADSU, has been laid to rest, with the state government’s announcement of the removal of the university’s vice chancellor, Gabriel Shalla.
Announcing the state government’s decision, the state commissioner for Higher Education, Ahmad Rufa’i, said the removal of the VC became imperative in view of the cumulative problems the institution had been facing.
According to him, the removal of Mr. Shalla became necessary after the government took necessary measures of ending the protracted crisis in the institution.
He said issues ranging from allegations of financial misappropriation, ethnic and religious feuds within the university leadership and the entire university community had worried the government.
The commissioner therefore revealed that Governor Jibrila Bindow had approved the appointment Moses Zarwa to serve as the vice chancellor on acting capacity.
The commissioner also enjoined the staff and students of the university to cooperate with the new leadership to bring the vision and mission of school into fulfilment.
